Under direction, manages the operations of the wastewater treatment processes including planning and organizing the work assignments of staff assigned to the treatment teams; provides leadership and guidance to team leaders to ensure the efficient and effective operation of the Plant; develops and communicates team metrics; aggressively develops team members for greater responsibilities; coordinates the activities of staff with those of other plant work units; serves the communications leader among teams and senior management; serves as change manager for leading competitive initiatives within the Treatment Team; seeks out new business opportunities; promotes a team environment; performs other duties of a similar nature or level as required.
The principal function of an employee in this job classification is to provide management and leadership resources to WRF, Team leadership, while managing the administrative and operational components of the WRF reclamation treatment processes and facilities.

Requirements
Acceptable Experience and Training:
Bachelor's degree in engineering, biology or a related field; and
Six (6) or more years of experience in the operation of a wastewater treatment facility including three or more years of supervisory responsibility; or
Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications:
Candidates for positions in this class must pass a post-employment offer background check, physical examination, and drug screen.
Possession of a valid Iowa driver’s license or evidence of equivalent mobility.
Possession of a valid State of Iowa Grade IV wastewater treatment plant operator’s certification.
Examples of Essential Work (Illustrative Only):
Supervises the performance of team leaders in carrying out the functions of the work unit; supervision includes training, work assignment and review, performance evaluation, discipline, and making hiring and termination recommendations.
Evaluates plant operating conditions by reviewing laboratory and operation data, visually observing plant operations, and reviewing reports of team leaders making adjustments to process control as necessary.
Provides leadership to team leaders in planning and organizing team activities including prioritizing and delegating projects to each treatment team based on staffing levels, time, expertise to perform the function, etc.
Assists in planning for the entire treatment facility by reviewing documents and other pertinent information, providing assessment of future needs and making recommendations as to improvements and modifications.
Gathers and maintains records of work unit data; prepares a variety of reports and correspondence and reviews those prepared by staff relating to section activities and compliance with state and/or federal rules and regulations.
Examines problems in process control; determines if problem is equipment, controls or software; and coordinates their correction and/or implementation of necessary changes.
Develops and recommends section annual budget by reviewing past expenditures, analyzing and projecting future needs; tracks expenditures to ensure compliance with budgetary guidelines.
Represents section at department meetings to present section plans and activities and to discuss and/or coordinate matters involving mutual efforts.
Serves as WRF representative on WRA Technical Advisory Committee.
